Menard Reception and Classification Center is operated by the Illinois Department of Corrections. IDOC lists it as a reception and classification facility with Menard Correctional Center as the parent institution. It opened in July 2004 and shares the Menard complex contact pattern in Randolph County. Warden Matthew Plummer is listed as day-to-day warden for the Menard facilities in the research.

The center's role is different from the main prison and the medium-security unit. It is used for orientation, classification, and transfer processing. IDOC says all individuals in custody receive a thorough orientation in their own language, including institutional expectations and what they may expect from programs. Menard Reception and Classification Center is in Randolph County, but it is not part of Randolph County Jail. The county jail is run by the sheriff and handles local booking, pretrial detention, short jail sentences, and local transfers. Menard Reception is run by IDOC and handles state prison intake and classification.
